What movie is this?-help!?

I know it's kinda old because Im 15 now and remember being around 6-8 when I watched it. It's a live action movie about dinorsaurs. The two parts I distinctly remember are the scene when this guy and a dinosaur are playing ping pong in what I think was a library and the scene when a group of people are trying to call pterodactyls by holding their arm in the air. It was a straight to tv movie. Please help me!
