Is my daughter ready for a bra?

My daughter is 11 years old and doesn't have a bra. She is developing breast, about the size of a ping pong ball but smaller just a little. When she wears shirts without an undershirt, her nipples show through. Undershirts work, but is it ready for her to get a bra? If yes, if you can answer this, what size should she get?
