Why steel belt is used over toothed weeled tank?

Steel is less likely to fail when they run over an exploding land mine. But I think most modern tanks use composite treads/belts instead of steel. The belt gives better traction than tires, and is slightly less vulnerable to land mines. Why not rocket engines or propellers like swamp buggies? Neil
